Almost all tractors in US made after approximately have speed control on the hydraulics. It is called pressure flow compensated system. Even John Deere went to that system. The one they had since the was a one of a kind system and you could literally tap into any pressure line ahead of the SCV's and take any amount of oil you want up to capacity. It wasn't a perfect system either as we made real good money in the shop repairing those SCV's on a regular basis and the place they put the pump was just plain miserable for simple jobs up front. Also, hard to feather a touchy load and that is big reason you always saw spool valves on other tractors and earth moving equipment.
I made a lot of orfices to control flow. They were however usually for a drop of a load or header. A 1/4th inch slice of a steel bolt or shaft, small hole and slotted on one side to permit full flow one direction and restricted flow in other. I does require operating lever being held while working against the orfice and relief valve will operate as will any adjustable orfice unless you can use float in that direction like dropping a header.

Suggested reading:It sounds like you may have the wrong valve spools in your control valve block. Boom swing cylinders should be controlled with a tapered spool to allow fine control just off the center position. Is the engine at an idle when you are having these high speed moves?
If the boom bounces back and forth when you bring it to a stop - you got loose clevis pins that aren't helping your ability to control. This will be a problem no matter how good the valve control is. Same for control lever pins - if they are sloppy, again, you will fight to control the boom well.
I would caution you on installing flow controls to solve this problem. They will heat the oil and if you use your hoe a lot - you will be frustrated with how slow the boom travels when you clear the ditch and want to dump off to the side.
I used to design mining equipment and have had my share of hydraulic control system repairs on my own equipment - there is no substitute for making sure that levers, clevises and valves are all in good repair before deciding to make a change like this.
When I became proficient on my backhoe, I actually installed a bigger pump so that I could get the boom and dipper to run faster without the engine screaming in my ears all the time. But higher oil flow rates are only good if you have good valves and tight pins.
